The Neverending War is a phase during the Western Revolution, representing a period of exhaustion for member-nations of the Enclave and Lonesome Cowboy alliances. Failure for leadership to come to an agreement in order to resolve the conflict gave way to an anti-war sentiment from member-nations, especially within the Enclave, which resulted in the creation of the United Enclave following a revolution within the Enclave. Many of the nations have essentially given up, surrender resources in order to open up a way to recovery, to rebuild stability and economic growth. However, until alliance leadership agreed to negotiate, nations continued to rebel and the war continued with no end in sight. Both the Enclave and The Lonesome Cowboys saw government reform but no negotiated were sought, the Enclave eventually turned into a tax-farm while The Lonesome Cowboys, later renamed the BLOC Official Alliance, were abandoned.
